DRAFT
ENVIRONMENTAL IMPACT STATEMENTS
The U.S. Department
of the Army announces the availability of two Draft Environmental Impact
Statements (DEIS), prepared under the requirements of the National Environmental
Policy Act (NEPA), for implementing
transformational programs at FORT CARSON, located near Colorado Springs,
Colorado and at the PINON CANYON MANEUVER SITE (PCMS), located in southeastern
Colorado.
The Fort
Carson Transformation DEIS evaluates the Army’s Proposed Action
to station approximately 8,500 additional Soldiers at Fort Carson, provide
facilities for Soldiers and their dependents, and increase the frequency
of maneuver and live-fire training exercises. This DEIS also documents the
compliance of the Proposed Action with the General Conformity Rule requirements
of the Clean Air Act, as well as the Army’s continued need for withdrawal
of public land and mineral rights under Section 2903 of Public Law 104-201,
the National Defense Authorization Act for Fiscal Year 1997.
The PCMS Transformation
DEIS evaluates the Army’s Proposed Action to train approximately
8,500 additional Soldiers, construct facilities, and increase the frequency
of training at the PCMS. This DEIS also incorporates conclusions for continued
withdrawal of public land and mineral rights under Section 2903 of Public
Law 104-201.
The
DEIS does not address the potential land acquisition for the PCMS, which
would be covered under a separate NEPA action if approved.

Dear Ms Renn,
The PCMS Draft Environmental Impact Statement released on or about October 12, 2006, fails to properly assess the expansion alternative leaving a significant shortfall in available time for the public to consider it. This Draft EIS does not assess environmental, social and economic impacts of that alternative and fails to adequately assess cumulative impacts. These inactions are especially damaging considering the EIS comment period will be closed three days before the November 30, 2006 release of Congressionally required information regarding economic and environmental impacts of an expansion.
At least ninety additional days need to be provided to properly review and assess the DEIS and other information that will be available after November 30, 2006. Then, at least three more public hearings should be scheduled along with at least four hours of time allotted at each location for specific public input. To restrict the public hearing process as it is now, allowing only two hours for the Armys presentation, the orientation period and public comment is distressingly inadequate for the considerable public interest this topic has generated. For Congress to have the necessary information from the public it represents there will need to be significantly more time and consideration for the public comment and input period.
