The Army screwed up in doing the Environmental Impact Statement back in 1980. They incorporated a huge chunk of land that they could not use for training. So in effect, they got a much smaller annexation than they sought. They had to give back 21,000 acres to the Forest Service under duress. They have twice as much land in addition that is useless for the same reason: Artifacts prehistoric and historic.
