Bill tells Broadmoor security and the police that a public sidewalk means the public has a right to be walk there, on the side of the road. Broadmoor security immediately doesn't like this guy and his constitutional rights, and the cop is pondering these "new rules" he's never heard of.

Wednesday, Bill goes down to get a copy of the Special Event permit to check on this idea that the Boarder has bought the right to block the city sidewalk from the city:

Cost me $10 for 2 pages. It is extremely skimpy in detail and it is signed by a police sgt. No City Attorney involvement. It refers to Chapter 3.2.209 of the City Code as its authority. It does not go into detail but says : "The event organizer will be billed for the cost of the police officers during the event at the appropriate rate." This is obviously a huge cash cow for the CSPD. ($82,000 in 2001) That is why they agreed to shut down the public sidewalk: "This permit grants exclusive use of the sidewalks on the east side of Lake Circle, from the south of Lake Avenue, to the north at the edge of the parking garage during above listed dates/times." It says there is a map attached but there wasn't one.

After all day yesterday, Wednesday, and a call this morning, Bill met with Commander Owensby at the Broadmoor and explained the first amendment in terms he understood, so he removed the barriers on the sidewalk and we came back after 2 days of not protesting. See the video and photos on the main page. They were able to stall us and obstruct our efforts and cost us 2 days, but in the end we were able to use the sidewalk and no problems ensued.
